Eligibility & Covered Services

Medicaid Member Eligiblity

A Colorado Medicaid member is eligible for Secure Transportation Services if the member is in a Behavioral Health Crisis . A Behavioral Health Crisis may be established by:
      1. an intervening professional
      2. crisis professional
      3. independent professional person
      4. certified peace officer
      5. an Emergency Medical Services (EMS) provider 
      6. *prior authorization is not require

Covered Services

  • Voluntary and involuntary transportation 
  • Transportation from the site of the behavioral health crisis to the closest, most appropriate facility 
  • Transportation between the following types of facilities:
    • An emergency medical services facility, including but not limited to:
          1. hospitals.
          2. hospital units.
          3. freestanding emergency departments.
          4. psychiatric hospitals.
          5. community clinics.
          6. behavioral health entities.
          7. crisis stabilization units.
          8. acute treatment units.

    • A facility designated to treat individuals receiving involuntary treatment;
    • An approved substance use disorder treatment facility
    • A walk-in crisis center (WIC)
    • A behavioral health entity (BHE) licensed with a current twenty-four (24) hour endorsement

Non-Covered Services

  1. Charges when the member is not in the vehicle
  2. Health First Colorado Medicaid Member directed requests for BHST
  3. Transportation arranged for a member’s convenience when the member is not in behavioral health crisis
  4. Transportation when the member is chemically restrained
  5. Transportation where restraints were used within the context of a voluntary transport
  6. Transportation when the member requires medical treatment, or active or ongoing medical monitoring
  7. Transportation provided by law enforcement
  8. Transportation after discharge from a hospital, which is considered Urgent NEMT
